... wait, I have to wrap my mind around that. The Republicans are taking the position that, although their representatives voted en mass against the bill, the fault for it not passing lies with the Democrats for not voting sufficiently in favour of it to overcome the Republican opposition.

Ssssssso they wanted the bill to pass, but didn't want to be responsible for the bill passing?

I think what it means is, the Republicans weren't able to mobilize their majority in the chamber, but the democrats were, except the Republicans are saying they weren't, which is backwards bizzaro world logic. ^.^;;
