If a flightless beetle has a fused wing-case (elytron), will it still have flight wings tucked uselessly underneath?

EDIT: Apparently, some do and some don't. Those that do often have atrophied flight-wings that wouldn't work even if they could be deployed.

The majority of insects have some sort of vestigial wings actually, where as arachnids do not.
