This is obviously an American question. I understand many of the plans in the U.S. come with unlimited local calling, which makes the concept viable. In Canada, where local calls still cost you money (or plan minutes) fewer people will replace the landline with its free local calls with a phone that costs money each time.

One of our tourguides in Ireland told us that in Europe, the predominant thing to do is get Pay-as-You-go phones, which are the cheapest way to go to make international calls.
